Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

  • The services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

Since 2022 Nuclear Instruments and STFC have worked collaboratively, combining NI’s expertise in electronics with ours in detector & muon science. The resulting system has been rigorously tested at the ISIS muon source, and proven to meet the requirements for SuperMuSR. Any items from a new supplier would require us to repeat this extensive testing using the ISIS muon beam. This is prohibitively costly in time and staff resource, entirely incommensurate with the SuperMuSR delivery timeline and near-impossible to result in either improved value or improved technological capability.

four.1.8) Information about the Government Procurement Agreement (GPA)

The procurement is covered by the Government Procurement Agreement: Yes
