Scope
Description
The Authority is seeking Construction Material Suppli-ers for the supply of Painting and Decorating materi-als. It is anticipated the Contract will commence on 1 September 2025. The Framework is for an initial 24 month period with the option to extend for a further two, twelve month periods.
The materials are made up of core products which must be delivered to the Authority's main stores in Kill-ingworth, NE12 6QQ no later than the second working day following order, and must be capable of urgent collection when required within the Travel To Work Ar-ea. Additional non-core items may be required within three working days.
Tenderers will be asked to hold prices for 12 months and a mini competition will be carried out annually between the successful Suppliers.

Framework operation description
• Following this tender exercise, it is envisaged that at least 3 Contractors will be appointed to the Framework.
• Goods will be supplied by the first ranked Supplier using their submit-ted rates (Prices). If the first ranked Supplier cannot fulfil the Order requirements then the Authority shall contact the second ranked and then the third ranked where applicable. However, as Suppliers are tendering for a basket (Lot) of goods, they will be expected to provide all items within the basket. Suppliers must price and be able to provide a minimum of 90% of the basket of goods for their submission to be valid, whether at framework inception or in subsequent annual refresh mini competitions. If less than 90% of the basket is priced, the Authority re-serves the right to decline the submission. For those where a price is not submitted at either tendering or annual refresh mini competition stage, the Authority will include the highest cost received from other successful tenderers to allow a fair evaluation of the basket of goods. The Authority would expect the rank 1 Supplier to source the omitted priced product and provide it for that sourced price post award for the fixed price term.
• Non-listed products ('Non-core'), products not included in a Lot, for de-livery and collection will also be required and Supplier(s) shall apply a percentage discount to those prices, as provided in the Pricing Schedule. Any Non-core products may be added to the list of goods at any time to fix a price with the Supplier(s). Suppliers will be asked to confirm the discount they provide and provide monthly data to the Authority showing the savings that have been made against catalogue prices for any Non Core items.
