The Department of Health, Strategic Planning and Performance Group (SPPG) aim to procure a service for the provision of Advocacy Support for Children in Care and Care Experienced Young People of Health and Social Care Trusts in Northern Ireland. The aim of the Advocacy Support service is to support and maximise opportunities that will enable Children in Care and care experienced Young People to represent their views, wishes and feelings in care planning and decision making and to support, empower and protect their rights. The purpose of this PIN is to raise awareness of an upcoming procurement and gauge the level of interest in the provision of such services. The PIN is also intended to make potential Providers aware, in advance of the publication of the tender, key service requirements and the introduction of Northern Ireland Procurement Policy Notes (PPN) relating to Social Value and Human Rights that will be included in any future Tender. The Business Services Organisation (BSO), Procurement and Logistics Service (PaLS) will be conducting the procurement process including this pre-tender market engagement process on behalf of the SPPG. PaLS are the Centre of Procurement Expertise for Health and Social Care in Northern Ireland.

This PIN is intended to inform the market that the Strategic Planning and Performance Group (SPPG) of the Department of Health Northern Ireland are proposing to tender for Advocacy Support for Children in Care and Care Experienced Young People of Health and Social Care Trusts, and therefore, wish to carry out pre-tender market engagement with interested Providers. In the interests of transparency and equal treatment this paper-based approach is being used i.e. Market Engagement Briefing Paper and Questionnaire. The Market Engagement Briefing Paper and Appendix 1 – Market Engagement Questionnaire, will be available on eTendersNI (https://etendersni.gov.uk) under resource ID/CfT: 4964957. Your response to this Pre-Tender Market Engagement Paper must be completed in ‘Appendix 1 – Market Engagement Questionnaire’ and submitted as an attachment via the eTendersNI secure messaging area under resource ID/CfT: 4964957. The deadline for submission is Monday 27th November 2023 at 15:00. It is envisaged that this tender will be advertised in 2024.
