This is not a call for competition and is not yet a contract opportunity.

Somerset County Council (SCC) commissions a broad range of non-statutory targeted interventions within the community for people who have support needs, to ensure that they are supported in ways which maximise their control over their day-to-day life. These services promote independence through focussing on early targeted intervention and prevention and ensure that care and support is provided in accordance with people’s needs and goals that improves wellbeing, which includes their connectedness with others.

Traditionally contracts and grants have been commissioned in separate silos, often resulting in duplication, inefficiencies and poor outcomes for the person using multiple services.

Somerset County Council, in conjunction with partners and people who use services, would like to co-design a future community support offer as one. This will move towards providing a “one stop shop” approach which will enable people to be supported flexibly, receiving the right care, at the right time, in the right place.

Further to the initial market engagement event held on 22nd September 2022, SCC would like to continue the conversation at a further event to take place on 08th December 2022 with a view to focussing in on some of the available options for the commissioning and delivery these services in the future.

It is anticipated that any new arrangements would commence on 1st April 2024.

A Soft Market Testing event will be held on 08th December 2022 at 10:00am. Somerset County Council are inviting organisations, that might be interested in delivering these services either individually or in partnership with others to attend. The event will be an opportunity to inform and shape future options. Somerset County Council are keen to hear feedback from a range of providers as part of the wider consultation for this service.

Organisations that take part will not be advantaged or disadvantaged in any way in any potential future formal procurement. Commercial confidentiality will be respected. This notice does not represent a formal commitment by Somerset County Council to undertake a procurement procedure.
