two.1.4) Short description

ScotRail are looking to conduct market engagement to understand the capabilities of potential suppliers prior to an upcoming tender for a single supplier framework for the provision of Oil Sampling services at ScotRail Depots at the following locations:

Engineering Depot Corkerhill, CORKERHILL PLACE GLASGOW G52 1RU

Engineering Depot Haymarket, RUSSELL ROAD, EDINBURGH EH12 5NB

Engineering Depot Inverness, LONGMAN ROAD, INVERNESS IV1 1RY

Engineering Depot Shields, 35 ST. ANDREWS DRIVE GLASGOW G41 5SG

Periodic analysis is required for: a) DMU – Engine, Gear Box, Final Drive; b) EMU – Mains Transformer; c) HST – Engine; d) other ad-hoc requests for Oil Sampling as needed.

It is envisaged this requirement will have a duration of 3 years with an optional 12-month extension on two separate occasions to a maximum term of 5 years.

two.2.4) Description of the procurement

ScotRail require Oil Sampling services to include, but not limited to:

Kinetic Viscosity; Water Content; Soot; Oxidation; Nitration; Sulphation; Particle Count; Particle Quantifier Index; Diesel Fuel Dilution; Engine Coolant Analysis; Sulphur Content in Diesel; TAN; TBN; Appearance/Colour; Micro Distillation; Cetane Index; Dielectric Strength; Microbial/Fungal Infection; Fatty Acid Methyl Ester content.

Analysis shall be undertaken in accordance with the appropriate ASTM / ISO and other relevant industry standards.

The required minimum volume for the majority of samples shall be 60ml.

Estimated annual equipment usage for samples are as follows:

Oil Sample Kits – 4,090

Fuel Sample Kits – 591

1l Bottle for Oil Test Kit – 182

Container Syringes 60ml – 345
