Explanation:

The award of this contract to a single supplier relies on Public Contract Regulations 2015 32(2)(b)(ii) where supplies or services can only be supplied by a particular supplier when competition is absent for technical reasons, but only where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement.

This Direct Award Contract will cover a three year period, during which they will be testing the market for a new contract to commence in 2027.
