two.1.4) Short description

RBKC propose to establish a framework for fire safety works which may include some or all of the following works.

• Communal fire doors and internal glazed screens

• Front entrance doors

• Other fire doors (e.g. services / cupboards doors)

• Fire safety signage

• Fire-stopping / compartmentation works

• Loft Compartmentation works (remedial)

• Smoke ventilation systems (mechanical and natural smoke and heat exhaust ventilation systems including AOVs)

• Other ventilation systems including bathroom / kitchen common ventilation system

• Bin chutes (e.g. closing off)

• Sprinkler systems or water mist systems (fire suppression systems)

• Wet and dry risers (installation and maintenance)

• External façade - remediation and installation of new EWI and rainscreen cladding systems

• Curtain wall systems / non-structural cladding

• Fire detection and alarm systems (including smoke and heat detectors within dwellings and integrated systems in common parts)

• Evacuation alert systems

• External fire escape staircase repairs and provision of new external staircase

• Installation of fire / smoke dampers within flats onto communal ducts

• Lateral and rising mains

• Emergency and communal lighting

• Communal area decorations - flame retardant coating systems

• Firefighting / evacuation lift installation and upgrades in line with fire strategy (including secondary power supply provision where required)

• Extinguishers provision

• Security screen

• Lateral and Rising Mains

• Fire curtains installation

Plus the following remedial works identified through FRA’s:

• Opening-up and making-good works as part of intrusive surveys; - accompanying FRA consultant to carry out the physical work required

• Builder repair works, fire door repairs

• Builder repair works, fire-stopping and other works

• Small alarm install projects - Installing / reconfiguring alarms that connect with commercial properties

six.3) Additional information

The Royal Borough of Kensington and Chelsea’s (RBKC) are conducting a market engagement exercise pertain to future contracting for fire safety works as part of RBKC's capital investment programme for housing.

The exercise is a precursor to a formal procurement procedure expected to be carried out by RBKC in quarter 1 of 2023 which will comply with Public Procurement legislation.

This forms part of RBKC’s Housing Management Procurement Plan 2021

The purpose of the market engagement exercise and questionnaire is to:

1. issue prior notice to the market of a future intention to advertise a significant framework opportunity which may be of interest to contractors

2. set out current thinking on how a framework opportunity is likely to be structured

3. provide an opportunity for contractors to feedback and offer views on RBKC’s intentions and how it might be shaped

4. understand market appetite and view on contracting for fire safety works within a wider programme of general contracting

The brief includes a market engagement questionnaire which you are invited to complete and return, without any obligation to do so.

If you choose to complete and return the questionnaire, please do so by the end of the day on Wednesday 14th December. This will allow RBKC the opportunity to consider the market feedback and incorporate salient points in to the tender documents.
