Scope - Emergency Pipeline Services.

Provision of Emergency Pipeline Services in respect of Non-Steel Pipe work and Steel Systems in the event of an Emergency. The Emergency Pipeline Services shall be provided 24 hours 365 days per annum and include:

maintenance and certification of specialist equipment and emergency materials; and · Training and audit activities to maintain competency of the Supplier Personnel.

The Emergency Pipeline Services comprises the following:

Make safe for Non-Steel Pipework in the event of an Emergency; · The Supplier may be called upon to perform the following services on the Non-Steel Pipe work:

• a) Emergency response capability to assess damage.

• b) Emergency response capability to install approved connections for bypass lines to maintain gas flows.

• c) Emergency response capability to effect specialist flow stopping. · Make safe and Emergency repairs for Steel Systems in the event of an Emergency; Emergency response capability to assess damage, the repair / replacement of damaged pipelines and associated equipment or a repair to the Steel Systems as described below. ·

Inspection and non-destructive testing for Steel Systems. · Assessment and recommendation for Steel Systems. · Temporary repair to the Steel Systems.

Non-Emergency Specialist Pipeline Services (Planned Works)

Non-Emergency Specialist Pipeline Services comprise the following services in relation to the Customer Assets.

• a)hot tap and flow stop services to suit all sizes up to 48" and pressure ranges up to 85 bar.

• b) CCTV and swagelining services.

• c) workshop fabrication, inspection, and non-destructive testing activities

• d) pressure testing.

• e) long range ultrasonic inspection service.

• f) planned repairs for non-routine maintenance to the Customer Assets.

• g) the hire of specialist equipment such as Preparatory Pigging Equipment,

• h) Non-Standard Works on request

Explanation:

Emergency Provision

It is a Mandatory obligation from Ofgem for the services described in - Emergency Pipeline Services. Monopoly service from legacy of network sale with National Grid. At point of sale, National Grid established PMC Ambergate (branch of National Grid) to continue providing the specialist services.

Non -Emergency Direct Award

2 of the non-emergency elements must be awarded directly to National Grid due to how specialised the requirement is in line with the above.

Non - Emergency Short Term

The provision for the non emergency services will be directly awarded to National Grid for a period of 10 months to allow an above threshold tender event to be carried out in line with UCR 2016 contract regulations. An EOI was published in Nov 21 to engage with the market.
