Description
The Jubilee line 96TS (1996 Train Stock) CCTV system is experiencing high failure rates due to a combination of unavailability of replacement components due to obsolescence and environmental damage, such as water ingress and dirt accumulation.
An engineering assessment of the current system has been undertaken to understand the extent of obsolescence, component, and wiring condition as well as standards and legislation requirements. Conclusions from this work confirmed the need for a maintenance and/or replacement project that will seek and deliver the most suitable mid- and long-term solution to address the issues.
As a result, the following options have been enlisted to be taken forward into early market engagement as part of the feasibility stage process and market capability assessment.
Option 1: Maintain the existing system until the end of fleet life (2045) by repairing the existing cameras and DVRs and/or sourcing alternate cameras and DVRs to fit on failure.
Option 2: Replacement of existing saloon CCTV hardware (cameras and DVRs) for the entire fleet, utilising existing coaxial cabling. Newly installed cameras and DVRs with improved functionality up to the limits of the existing train cabling.
Option 3: Replacement of existing saloon CCTV hardware with modern digital and ethernet based systems utilising the ethernet backbone implemented in a new / recent project.
After the feasibility stage the preferred solution will be progressed to tender with the intention of implementing it on all of London Underground's 63 Jubilee Line 96TS fleet of trains.

Engagement process description
Based on current plan, the Early Market Engagement will potentially comprise of the following various stages.
1. Distribution of Market Sounding Questionnaire (MSQ) to known and/or suppliers that indicate interest - ASAP from the publishing of this notice.
2. Review MSQ submissions and hold technical clarification meetings with suppliers where necessary - August/September 2025 (estimate).
3. Re-engage suppliers through further clarification MSQ and where necessary hold final technical clarification meetings with suppliers - 4th quarter 2025 - 2nd quarter 2026 (estimate).
