Explanation:

It is considered that this contract can be placed using the Negotiated Procedure Without Prior Publication. As the Original Equipment Manufacturer (OEM), the company holds all the available technical information (drawings, interfaces, test and calibration specifications/procedures, jigs and tools etc.) necessary to undertake the full In-Service Support of the equipment to ensure that it operates in accordance with the original design intent such that it is safe to use in service by Royal Navy (RN) personnel. No technical documentation is available nor have licences been granted to enable any third party to complete this work on their behalf. It is considered that only they have the necessary know-how to support and manufacture Sonar 2094 equipment to ensure continued support of the RN equipment from a technical and safety certification perspective to the Authority’s satisfaction.
