In February 2024 Staffordshire County Council procured the Staffordshire Children and Young People's Flexible Framework (ref IA3213). The purpose of the Framework is to deliver support to Children and Young People in their Education Settings and in their communities, throughout the eight districts of Staffordshire.

The Framework includes three Lots;

Lot 1. Targeted Intervention Programmes

Lot 2. Skill Development

Lot 3. Specialist Support

The Framework provision will predominantly support Children and Young People who need agreed specific support to engage positively with education, either individually or in groups. However, some provision will be targeted to support the Education Settings, Parents/ Carers and Families in their support of Children and Young People.

The Framework will host a range of quality assured Services which will be available for the Council to Call-off as and when required (there is no guarantee as to the business on offer). A high volume of the support required will be for Children and Young People who are known to their SEND & Inclusion Hubs. This support will be pre-determined by the Referrer/Funder of the Service at the Call-off stage.

As stated in the original Framework tender documents the Framework may be re-opened from time to time to increase capacity. As this procurement is for a 'Flexible Framework Agreement' which will be commissioned under the Light Touch Regime (implemented through Regulations 74-77 of the Public Contract Regulations 2015).

This re-opening tender opportunity is to allow prospective Providers to join the Framework. The whole Framework will be opened, the Council is particularly looking to increase capacity in South Staffordshire and East Staffordshire (specifically Uttoxeter) for all Lots, and in Lot 1 for Providers of creative therapies.

Interested Suppliers should register on the Council's e-tendering system https://supplierlive.proactisp2p.com/Account/Login to view the tender documents.

The Contracting Authority will incorporate a minimum 10 calendar day standstill period at the point that an award decision notice is communicated to tenderers. date before which the Contracting Authority will not conclude the framework contract. If an appeal regarding the award of contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). The Court may order the setting aside of the award decision or may order the Contracting Authority to amend any document and may award damages. If an agreement has been entered into the Court may make a declaration of ineffectiveness or may order that the duration of any relevant specific contract be shortened and additionally may award damages. The time limit for seeking such a declaration is generally 30 days from notification of the award (either by award decision notification or contract award notice depending upon the circumstances) or otherwise 6 months.
