The ICB has experienced a number of practices serving notice on the prescribing of Adult ADHD medication (and are following suit on paediatric ADHD medication prescribing). The intention was that these patients would return to the specialist service that prescribed the medication originally in order to get their ongoing care. However, in the medium term it is apparent that those service providers will not be able to scale up at pace to meet the increased demand.

As an interim solution we will commission ADHD Shared Care Prescribing Service to Thrive Health Hubs Trading as Thurrock Health Hubs to deliver the service from 15th June 2025 to 31st March 2026. The indicative value of the contract is £20,000 for the period.

The award is being made urgently in order to provide continuity of care. There is significant risk that if this award was not made there would be an impact on this cohort of patients to their health. The reason for the urgency was not foreseeable by and is not attributable to the relevant authority and delaying the award to conduct a full application of the PSR would be likely to pose a risk to patient or public safety.

The urgent provision is to an existing provider who holds contracts on behalf of the ICB and has been recently assessed for other contracts which provides assurance to the capability and capacity to deliver the services required over the next ten months whilst a longer terms solution is developed.

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
