Derbyshire County Council is commissioning a service
for children and young people who are affected by the
substance misuse of others, to commence on 1 April
2017.
The service shall provide high quality, age-appropriate
and evidence based interventions to strengthen
protective and resilience factors, reduce harm and
develop coping strategies for children and young
people (aged 5-18 years) who are affected by another
person's Substance misuse (drugs and alcohol) to:
• Reduce and manage the impact of the Substance
misuse of others on children and young people;
• Improve outcomes for children and young people by
enabling them to develop coping strategies to deal
with the impact of Substance misuse;
• Enable children and young people to access
activities, education and development opportunities
related to their needs;
• Improve the emotional health and wellbeing of
children and young people affected by someone's
Substance misuse;
• Provide a safe, confidential space for children and
young people to express their feelings, reduce
isolation, build self-esteem and resilience.
The Provider shall contribute towards ensuring that
children and young people live in a safe environment
and receive adequate supervision and guidance as
appropriate for their age, and liaise and give advice
and support to other carers or professionals who are
also supporting them.

Derbyshire County Council will incorporate a minimum 10 calendar days (or 15 if non-electronic or fax methods used) standstill period at the point information on the award of the
contract is communicated to the relevant economic operators. Debriefing by the Council shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the
Regulations). Such information should be requested from the addressee in Section 1.1. If an appeal regarding the award of the contract has not been successfully resolved the Regulations provide for the aggrieved parties who are of the opinion that they have been harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought as soon as possible.

seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
To add additional funding to increase capacity to meet the service requirements of the Children and Young People Affected By The Substance Misuse Of Others Service from the Office for Health Improvement and Disparities (OHID) Supplementary Substance Misuse Delivery Grant (SSMDG). This grant will be most effective in increasing capacity being delivered within the existing service with additional staffing and help the Council to improve outcomes within the drug and alcohol systems. The modification does not alter the overall nature of the current contract and is the most economically viable solution.
The additional funding is specifically to make the following resources available:
• 2 x 0.6 WTE Keyworkers - £61,849.00
• 1 x 0.5 WTE Systemic Practitioner based within Action for Children for the Children Affected by Substance Misuse of a parent/carer £25,526.00

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
These are relatively small modifications to the Children and Young People Affected By The Substance Misuse Of Others Service contract. Because of this, a change of contractor is impractical from an economic perspective and would lead to a fragmented service.
