In Derbyshire, the children and young People's specialist substance misuse services are provided across the

whole County, which is a geographically large, mainly rural county with significant areas of agricultural land,

hills and moorland to the north, and with small villages and market towns being wide spread across the County.

Levels of affluence and deprivation vary across the County from thriving tourist centres in areas of outstanding

natural beauty to areas where the economic decline following the demise of the coal industry some 30 years

ago is still felt.

The Council is commissioning a Tier 3 specialist substance misuse service for children and young people as

detailed in this specification that shall commence April 2017.

Specialist (Tier 3) - specialist service for those misusing substances or recovering from substance misuse,

working with other stakeholders including families to provide holistic support and sustainable recovery

Regulations). Such information should be requested from the addressee in Section 1.1. If an appeal regarding the award of the contract has not been successfully resolved the Regulations provide for the aggrieved parties who are of the opinion that they have been harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought as soon as

possible.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

To add additional funding to increase capacity to meet the service requirements of the Children and Young People Specialist Misuse Service from the Office for Health Improvement and Disparities (OHID) Supplementary Substance Misuse Delivery Grant (SSMDG). This grant will be most effective in increasing capacity being delivered within the existing service with additional staffing and help the Council to improve outcomes within the drug and alcohol systems. The modification does not alter the overall nature of the current contract and is the most economically viable solution.

The additional funding is specifically to make the following resources available:

2 x FTE - £59,139.00

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

These are relatively small modifications to the Children and Young People Specialist Misuse Service. Because of this, a change of contractor is impractical from an economic perspective and would lead to a fragmented service.
