This notice is not a call for competition.
The treatment of Organic Sweepings Waste collected by the eight district councils in Devon is currently under contract and is due to expire in March 2024. The Authority is therefore planning to re-tender the service in Spring 2023, with the service to commence from 1st April 2024.
In 2021-22, approximately 4,000 tonnes of Organic Sweepings Waste were collected by the District Councils as part of their sweeping operations. While this waste type mainly consists of organic matter, particularly during the autumn and winter months, it can contain non-organic material such as soil, sand, silt, grit, stones, minor litter and other similar waste materials. The contract would not involve the processing of heavily littered sweepings, which are sent for disposal via existing contracts.
The service will require that the waste is either collected from the District Councils depots or the contractor provides reception points to which Organic Sweepings Waste can be delivered to (located in each of the District Council administrative areas).
The Authority wishes for the waste to be Recycled e.g., into a compost-like product or similar.
The Authority is seeking the thoughts of potential suppliers on a number of areas including their location, treatment technology and the legislative/regulatory outlook for Organic Sweepings/compost-like-output.
The Authority invites potential suppliers for a virtual discussion to be held in December 2022 via Microsoft Teams. This process is hoped to assist the Authority in preparing a tender that is deliverable, practicable, and would open participation to a wide market and provide a cost-effective service for the Authority.
