contract is communicated to the relevant economic operators. Debriefing by the Council shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the
Regulations). Such information should be requested from the addressee in Section 1.1. If an appeal regarding the award of the contract has not been successfully resolved the Regulations provide for the aggrieved parties who are of the opinion that they have been harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Nature and extent of the modifications (with indication of possible earlier changes to the contract):
To add additional funding to increase capacity to meet the service requirements of the Integrated Substance Misuse Service from the Office for Health Improvement and Disparities (OHID) Supplementary Substance Misuse Delivery Grant (SSMDG). This grant will be most effective in increasing capacity being delivered within the main service with additional staffing and help the council to improve the Councils drug and alcohol recovery treatment services.

Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
These are relatively small modifications to a large integrated substance misuse service that will manifest whilst service users are inside the service. Because of this, a change of contractor is impractical from an economic perspective and because it could lead to disengagement of service users.
