NR are informing bidders of our intension to form a framework for Eastern Region Assest Protection Team. NR Eastern Region Assest Protection Team support outside parties completing work alongside NR infrastructure and 3rd parties investing in NR infrastructure. Facilitating smooth, efficient project delivery whilst ensuring there is no impact on the safe and reliable operation of the railway now or in the future.
NR will be procuring a framework of suppliers for

NR require support to fulfil the following roles in our teams:
Project Management
Asset Protection Portfolio Manager (NR Band 3)
Asset Protection Scheme Interface Manager (NR Band 4)
Project Management Assistant (NR Band 5)
These roles primarily coordinate internal ASPRO and wider Network Rail involvement with the scheme. Implementation of contractual agreements, offering customer guidance and advice along with facilitating cost recoveries fall with the remit of these roles.
Commercial:
Commercial Manager (NR Band 4)
Assistant Commercial Manager (NR Band 5)
Commercial Management Assistant (NR Band 6)
These roles are involved in the preparation of commercial agreements from standard templates, invoicing, financial processing and reporting

Lot 2 Engineering
We require engineering support to fulfil the requirements under NR/L2/RSE/02009 Engineering Management for Projects in the following roles as per the requirements of NR/L2/RSE/02009/01 in our engineering teams:
Designated Project Engineer / Senior Asset Protection Engineer (NR Band 3)
Project Engineer (discipline) / Asset Protection Engineer (NR Band 4)
Assistant Project Engineer (discipline) / Assistant Asset Protection Engineer (NR Band 5)
The key activities include:
Undertake reviews of design and construction activities, ensuring compliance to relevant standards and legislation.
Lead the consultation between project team, designer and the applicable Network Rail Route Engineers throughout the design development stages (third party projects).

These roles provide safety assurance of Outside Party and third party works through the review of Risk Assessments and Method Statements, and where necessary by attendance on site. They may also take on safety critical responsibilities (COSS, ES, etc.) when required.
Planning:
Works Planner (NR Band 4)
Works Scheduler (NR Band 5)
These roles are involved in the booking of access to the railway, eg Possessions, line blockages and isolations, the preparation of Safe System of Work Packs and the sourcing and allocation of safety critical staff
