two.1.4) Short description

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalf of NHS England & NHS Improvement – Midlands and NHS Nottingham and Nottinghamshire CCG (referred to as the Commissioners), is inviting suitably qualified and experienced providers to express an interest to deliver a Special Allocation Scheme across Nottingham and Nottinghamshire.

The new contract is required to start on 1 April 2022 and the contract is to run for a period of 3 years, with the option to extend for up to a further 1 year (maximum total contract duration 4 years). The contract to be entered into will be in accordance with the NHS Standard Alternative Provider Medical Services Contract 2020. The maximum contract value is £117,500 per annum, including the extension(s) (i.e. 4 years) is £470,000. The price includes all consumables, security, and any other associated costs of delivering the contract.

two.2.4) Description of the procurement

A Special Allocation Scheme (SAS) (formerly known as the ‘Violent Patient Scheme’) is being commissioned to deliver essential and additional primary care services (as defined in the following link https://www.england.nhs.uk/publication/standard-general-medical-services-contract/) to patients that have been removed from their GP practice list for reasons of abusive and violent behaviour, and to rehabilitate and educate patients so that they can be discharged and transferred back to mainstream general practice. Patients are allocated by Primary Care Services England (PCSE) to the SAS in line with the NHS England and NHS Improvement Primary Medical Care Policy and Guidance Manual, which can be viewed here https://www.england.nhs.uk/publication/primary-medical-care-policy-and-guidance-manual-pgm/.

There are three elements to the service:

• Service Element One: Telephone Answering / Call Handling and Assessment / Triage

• Service Element Two: Primary Care Appointments

• Service Element Three: Scheme Administration including the SAS Panel

The Special Allocation Scheme will essentially:

 Work proactively with patients to address their rehabilitation needs, where necessary, liaising with other service providers

 Align the service to mainstream general practice where possible which will assist in the patient’s discharge and transition from the SAS

 Work with the GP practices of Nottingham & Nottinghamshire CCG to educate, support and provide advice and guidance on the SAS

Alongside the delivery of essential and additional primary care services, the SAS is mandated to provide the list of enhanced services to the registered population as set out in the service specification.

NHS England & NHS Improvement – Midlands has delegated their commissioning authority to NHS Nottingham and Nottinghamshire CCG and as a result, under delegated functions NHS Nottingham & Nottinghamshire CCG will act on behalf of NHS England & NHS Improvement – Midlands.
