two.1.4) Short description

The sensory service provides for adult, children and young people. The children and young people service must be available to under 18 year olds or under 25 years with or without Education, Health and Care Plan (EHCP), living in Buckinghamshire with a sensory loss, visual, hearing or dual diagnosis.

The Service must meet the statutory requirements placed on local authorities to provide:

• Specialist assessment and support planning

• Equipment assessment and provision

• Registration of sensory loss

• Information and Advice

• Enablement services to individuals with hearing, visual and dual sensory disabilities and parents and carers of children who have a sensory disability.

The successful provider must understand the principle legislation and statutory requirements relating to the provision of services. The provider must keep up to date on related judgements and consultations and their implications to the service.

The authority is looking to let a contract for an initial 3 year term, with the option to extend for a further two 12 months periods.

The authority is of the opinion that TUPE will apply to this procurement.

Potential providers should note that there is a budget cap of £294,725 per annum for the provision of an Integrated Sensory Service in Buckinghamshire, with £173,888 indicated for the Adults' service and £120,837 for the Children & Young People's service.

Please note: any bid that exceeds the budget cap for any one year or for the total contract period will be disqualified.

This equates to £884,175 for Service for the three-year contract period, with £521,664 for Adults' service and £362,511 for the Children & Young People's service. Bids will be evaluated and scored on the basis of the most economically advantageous tender, where quality will make up 60% of score and price will make up 40% of the score.

The council is mindful that the service requirements may vary over time and would seek to modify the contract if this should occur.

Changes to the contract sum would be negotiated with the appointed contractor based on the costing submitted in the tender.

If your organisation wishes to participate in this process, you need to register with the Buckinghamshire Business Portal. You will be unable to take part if you do not register.
