six.3) Additional information

The Training & Simulation Systems Portfolio (TSSP) Team, of Defence Equipment and Support, part of the UK Ministry of Defence (“the Authority”), intends to place a 12 month Extension to the TSSP/029 Contract with Krauss-Maffei Wegmann GmbH & Co. KG (KMW) for Live Fire Monitoring Equipment which is a system of monitoring aides used by CR 2 units to support Individual Training and Collective Training at Levels 1 and 2. It supports crews in their progression to Annual Crew Test (ACT) and Annual Troop Assessment (ATA).

It is considered that this Extension Contract can be placed using the Negotiated Procedure Without Prior Publication pursuant to Defence and Security Public Procurement Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011).

In these circumstances it is considered that competition is absent due to technical reasons. Live Firing Monitoring Equipment (LFME) support has been provided under (CLS) contracts since 1991 by the Original Equipment Manufacturer (OEM), KMW. The current CLS contract expires on 31st December 2021. Placing a 12 month contract extension with KMW will minimise the risk to support training and will contribute to force readiness.

TSSP are planning to raise a new contract with KMW and has already placed a VTN via Contractor Logistic Support
