In September 2021, Brent Council conducted soft market engagement with relevant service providers in relation to its grounds maintenance service arrangements from 1st April 2023 onward, when the Council’s existing contract for these services is due to end.

Following on from this previous exercise, the Council now wishes to hold a second soft market engagement with relevant service providers in relation to depot arrangements for its future grounds maintenance services.

two.2.4) Description of the procurement

The Council currently owns eight (8) depot sites of various sizes and facilities within its parks and open spaces. These depot sites are leased to and utilised by the Council’s incumbent Public Realm Contractor as satellite sites for the delivery of grounds maintenance services alongside, in some instances, street cleansing and waste collection services.

From 1st April 2023 onward, the Council currently intends to offer at least one of these parks depot sites for use exclusively by its new Grounds Maintenance Contractor as a main depot, with the remainder to be offered on a potentially shared basis between the Grounds Maintenance Contractor (as lead tenant) and the Council’s Integrated Street Cleansing, Waste Collection and Winter Maintenance Services provider.

Therefore, the Council would like to invite relevant grounds maintenance service providers to visit of all its parks depot sites, with a view to obtaining views from service providers of which site(s) would be best utilised for the delivery of grounds maintenance services in Brent and whether on the basis of either exclusive use or on a shared basis with another service provider. The Council will use these views to help inform its decision about which site(s) will be offered under the Grounds Maintenance Contract and on what basis.

We would welcome expressions of interest from service providers interested in joining the Council on a day of site visits to all parks depot sites on Wednesday 12th January 2022. Further details in relation to arrangements for the site visits will be provided to those service providers that express an interest in this opportunity.

Following the visits, participating suppliers will be asked to submit written feedback to the Council outlining their views on the subject matter. This will be in the form of a questionnaire that will be published online via the portal following the site visits.

Please note that this notice does not commit the Council to any future competition or award. Participation in this soft market engagement will not prejudice suppliers in any future procurement.

Service providers interested in attending must register their interest by submitting a completed ‘expression of interest’ form using the messaging system of the online portal no later than 12:00pm (noon) on Friday 7 January 2022.
