Lincolnshire County Council (“the Customer) requires the supply of high-quality Children with Disabilities (CWD) Support Services from 1st April 2024. For the avoidance of doubt, this means that the Service shall be fully operational from 1st April 2024. Lincolnshire’s High Needs Strategy outlines the Customer’s intention to ensure CWD have the right support at the right time to help maintain their quality of life, access high quality education, remain living at home with their family, and access their local communities so they can go on to live as independently as possible.
Children with Disabilities Support Services include two countywide offers of support for CWD:
Lot One: Children with Disabilities Support Services Early Support Learning Provision (ESLP)
Lot Two: Children with Disabilities Support Services Targeted Positive Activities (TPA)
Lot One: Children with Disabilities Support Services – Early Support Learning Provision
Early Support Learning Provision (ESLP) is for Lincolnshire CWD in their early years up until their transition into full time education (Reception Year). ESLP provides social and learning opportunities for children as well as offering parents/carers a suitable break from their caring responsibilities.
ESLP shall provide sessions that align to the Early Years Foundation Stage (EYFS) Curriculum, with a focus on closing the attainment gap between CWD and their peers; working towards as many children as possible being able to fully access mainstream provision. Delivery will be from Lincolnshire Children’s Centres or suitable community venues as agreed with the Customer.
Lot Two: Children with Disabilities Support Services - Targeted Positive Activities
Targeted Positive Activities Provision (TPA) consists of three elements:
• Community Groups, for CWD aged 5-18yrs
• Youth Groups, for CWD aged 11-18yrs
• Holiday Clubs, for CWD aged 5-18yrs
TPA shall provide a wide range of activities within the sessions, led by the preferences and capabilities of the attending CWD, and shall include activities comparable with their peers whilst remaining suitable and safe for their abilities. CWD will receive targeted support that promotes self-confidence and independence. Parents/carers will be supported to have a break from their caring responsibilities.
The Supplier shall ensure robust partnership working and co-delivery with key partners, identified by the Customer and/or Supplier, at all times to prevent duplication of support and to ensure that CWD are accessing the right support, by the right people, at the right time.
