Explanation:

The focus of the transition period is to end the existing framework contract. It was not deemed appropriate for this work to be tendered as the incumbent providers were the only ones capable of doing this work within the available budget. Furthermore, the decision was only taken by KCC to end this service on the 19.8.22, a little over a month before the 30.9.22 contractual end date. Therefore, sufficient time to run a formal procurement exercise was not available.
