This contract covers the period 01/10/2024 to 30/09/2028 (with an extension of up to 24-months, to 30/09/2030). The value shown on this notice is approximate for the total period (including extension).

A voluntary ex ante transparency (VEAT) notice (reference 2024/S 00-028572) was published on 06/09/2024 for this requirement.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

Based on the information detailed below, and publication of a VEAT Notice on 06/09/2024, it was concluded that Integra Biosciences is the only supplier able to meet APHA's requirements.

- The Supplier has provided detailed information on the Integra Equipment owned by APHA, highlighting each of their unique features. They are clear that their Equipment is sold and serviced by a direct (internal) sales and technical service group (i.e. they do not sell their Equipment and related parts / accessories / disposables via distributors or use third parties for service / maintenance). Several of the required products contain registered trademarks for the Supplier (including the GRIPTIPS® pipette tips) and they work interchangeably across many of the Supplier’s liquid handling solutions, including the Assist Plus, Viaflo and Mini 96 pipette systems.

- A detailed internet search, which included multiple alternative (current APHA) laboratory consumables suppliers, indicated very limited availability of specific Integra branded products (none of those listed for purchase are required by APHA under this contract). An assumption is that Integra products available from other suppliers may be old / discontinued stock and supports the sole source information provided by the Supplier.
