Description
A Central control system, and relevant assets to allow for Lambeth's lighting stock (14,000 columns) to be fitted with sensor devices to allow for remote control/management of lighting infrastructure in real time, which will enable the authority to reduce luminance (Dim) on its lighting columns thus minimising Co2 emissions and energy costs.

This PME aims to assess the market's interest in the Dimming and Trimming of Streetlighting contract to provide Street Lighting control and Management Solutions within the London Borough of Lambeth, explore commercial perspectives, potential challenges and collaboration. There will be an opportunity to discuss key requirements, including the scope and potential constraints.

The route to market for the award of this contract is open procedure. The intention is to publish the invitation to tender in July-August 2025.

By engaging with suppliers, Lambeth Council seeks to ensure that any potential procurement strategy is well-informed, commercially viable and aligned with industry best practices. Additionally, this process will help to identify potential risks and challenges, environmental opportunities, and social value contributions, ensuring the successful and efficient delivery of any potential contract.

Please note that participation in this PME or registration of interest will not give any advantage in the procurement exercise but is purely an opportunity to potentially shape the requirements and the planned approach to market. Your responses will help to inform the procurement although we cannot guarantee that all views expressed will be considered.

The Council at its sole discretion may limit the number of suppliers selected to take part in the PME. Suppliers that are not selected will receive copy of the notes taken as part of the PME.

To express your interest in participating in this market engagement exercise for the Dimming and Trimming Streetlighting (Street Lighting Control and Management Solutions) contract, please express interest and provide up to two representative email addresses on or before deadline of this Notice [20 June 2025].

The Preliminary Market Engagement Notice is open for 10 days from [9 June 2025] to [20 June 2025] to express interest.
•
By 23 June 2025 you will receive an invitation to a virtual online engagement via MS Teams of up to 45 mins per potential provider who has expressed interest in participating. The online engagement will take place in allocated time slots between 9.30am and 3pm on Tuesday 24 June (Day 1) or Wednesday 25 June 2025 (Day 2). Please indicate if you have a preference as to time and/or the proposed dates.

Feedback from the preliminary market engagement will be shared with all suppliers at the publication of the Tender Notice.
