Orbit Group Ltd wishes to provide advance notification to the market of a forthcoming tender opportunity to appoint a single organisation for the provision of Fire Risk Assessments across its residential and communal properties across its property portfolio in the UK geographies of the Midlands, the East and South-East.

This PIN relates to early market engagement only and is NOT a call for competition (procurement/ tender documents are not available at this time).

Any contracts for these services may be subject to separate procurement processes in accordance with the Public Contracts Regulations 2015 (as amended).

All participants in this event shall be responsible for their own costs (including third party costs) and the Contracting Authority shall have no liability to any participant.

two.2.4) Description of the procurement

The provision of these services will relate to works carried out in all Orbit residential and communal properties across its property portfolio in the UK geographies of the Midlands, the East and South-East. Orbit Group manages around 45,000 affordable homes across these areas and build around 1,500 new affordable homes every year. Over 100,000 people live in an Orbit home and our aim is to ensure the homes we provide and the places we create are good quality, affordable and safe.

Potential suppliers who have the capability to fulfil each of the below key requirements to Orbit’s entire portfolio, are invited to express their interest:

The services required cover the provision of Fire Risk Assessments (“FRA”) and Fire Safety Surveying, Engineering and Consultancy Services in compliance with the Regulatory Reform Order 2005, recognised ‘best practice’ and other relevant guidance, including PAS79. These works are detailed as follows:

• Type 1,2,3 and 4 Fire Risk Assessments

• FRAEWs ((Fire Risk Appraisal of the External Wall)

• Review of Fire Safety and Engineering

• Construction stage Fire Engineering Support,

• Fire Engineering review of Golden Thread BIM pilot project appertaining to 18mtr+ Buildings

• Capabilities to carry out works relating to intrusive surveys i.e., opening up and making good destructive works in order to carry out assessments (inclusive of but not limited to Type 2 or 4 FRAs)

Potential suppliers who respond to the PIN and complete the attached questionnaire may be invited to an interview to explore the market potential to fulfil these requirements.

Inclusion of any potential supplier in any supplier engagement entails no obligation on the part of the Contracting Authority concerning the award or conclusion of any contract.

All ‘Expressions of Interest’ must be submitted through the Orbit Pro-Contract ‘Housing Procurement Portal’ (https://www.housingprocurement.com) by fully completing and uploading the document attached to the portal ‘Expression of Interest Response Document - Fire Risk Assessments’ by no later than 17.00 (GMT) on 10th November 2023.
