Cumbria County Council (“the Authority”) is seeking to appoint a Consultant to provide design services and technical support on National Highways’ A66 Northern Trans-Pennine project (A66 NTP). The consultant will provide support to both Cumbria County Council and Eden District Council during the remainder of the pre-application stage of the Development Consent Order (DCO) (Spring 2022), DCO submission including Acceptance and Pre-examination, Examination and Post Decision including detailed design development.

Cumbria County Council and Eden District Council are consultees in the DCO process and are classified as “host authorities’ and have an important role in the process in providing a local perspective and influencing the preparation of the DCO. The Councils require a range of technical support in order to input appropriately into the A66 NTP in the following stages (timescales are indicative based on discussions with National Highways):

• Pre-application (to May 2022)

• Acceptance and Pre- Examination (June – August 2022)

• Examination (September 2022 – February 2023)

• Post Decision

Cumbria County Council shall be entitled to novate the Contract to any successor council as defined in The Local Government (Structural Changes) (Transfer of Functions, Property, Rights and Liabilities) Regulations 2008.
