This is a Prior Information Notice (PIN) for information only. It is not a formal invitation to tender. You will need to respond to the contract notice in order to be considered for this contract. The purpose of this PIN is to maximise transparency and competition for the upcoming contract notice. All details in this PIN are subject to being updated or changed in the final contract notice.
The Council will shortly be inviting bids via an open tender process to procure a specialist support provider for a new single persons homelessness service located at St. Johns Mansions, Clerkenwell.
St. Johns Mansions is a Council-owned building which is currently being refurbished to a very high standard. Once complete, the service will comprise of 19 self-contained studios, to specifically provide accommodation for individuals experiencing homelessness, who also have multiple and complex support needs.
The project is being supported through the Greater London Authority (GLA) 2022-2025 Single Homelessness Accommodation Programme (SHAP), with both capital and revenue funding secured.
It is intended to act as a next stage move-on accommodation from a number of existing short stay services to help address rough sleeping and homelessness not only within Islington, but also the wider sub-region, with 50% of the beds being made available to our North London partners (London Boroughs of Barnet, Camden, Enfield, Haringey and Westminster) for the period of the revenue grant availability.
The service will offer residents an 18 - 24 month stay, and will specifically seek to provide a 'bridge' from rough sleeping and living in shared supported emergency accommodation and first stage hostels, towards independent living, offering support to enable residents to acquire the skills and resilience needed to move on positively.
The Council will therefore be seeking an innovative specialist support provider to manage the service, with a demonstrable successful track record of running similar services.
