SWISCo Limited's current Agreement for the receipt and processing of co-mingled recyclable materials from domestic properties in Torbay on behalf of Torbay Council is coming to an end on 31 December 2021.
The purpose of this notice is to inform the market of SWISCo's intention to extend the Agreement with the incumbent Contractor to 30 June 2022 to enable a formal procurement exercise to be undertaken. The period of the proposed extension is from 01 January 2022 till 30 June 2022. Although the spend for this period is below the regulated procurement threshold, this notice is being published because the value of the extension combined with previous spend takes the total value above threshold.

four.1) Description

Explanation:
The Council terminated its arrangement with its Joint Venture Partner with effect from 01 July 2020 and all services provided by the Joint Venture Partner and associated services were novated where possible to the new wholly owned company, SWISCo, set up by the Council.
The existing Agreement with the incumbent Contractor ends on 31 December 2021 and due to the continuing review of services it has not been possible to re-tender this Agreement in time. We envisage the procurement exercise will take a further six months and we will therefore not be in a position to contract with a new supplier until 01 July 2022.
In order to ensure continuity of provision during this time the Council is intending to make a direct award of a six month Agreement to the incumbent supplier.
