CALL FOR COMPETITION. T Levels are creating a new programme of Technical Education that introduces a high quality technical option to sit alongside the existing academic options for students aged 16 to 19. In line with Sainsbury Report recommendations, each T Level is being delivered by a single body or consortium under an "exclusive licence", awarded for a fixed time period following open competition. The purpose of this procurement will be to select and appoint an Awarding Organisation (AO) to be responsible for developing and delivering the new Marketing T Level qualification, under an exclusive licensing approach. The expected scope of the role of the AO is that it would be responsible for:
designing the content of the qualification;
upskilling providers (further education schools and colleges);
providing of learning and teaching materials;
updating content; and
delivering qualification assessment
IfATE will be the contracting authority, subject to commencement of the relevant provisions of the Technical and Further Education Act 2017.

This procurement process is being run by the Institute for Apprenticeships and Technical Education. For the purpose of this notice the Authority means the Institute. The Authority administers procurement electronically via the Institute for Apprenticeships and Technical Education e-Sourcing Portal. No hard copy documents will be issued and all communications with the Authority (including submission of Tender responses) must be conducted via the e-Sourcing Portal. The Portal can be accessed via your web browser (https://procontract.due-north.com/Login).
To ensure all communication relating to this procurement is received, potential suppliers must ensure that the point of contact nominated in the e-Sourcing Portal is accurate at all times. Access to the Portal is available 24 hours a day, 7 days a week and 365 days a year and anywhere in the world via the internet unless notified otherwise by the Portal.
This procurement is being conducted under Directive 2014/23/EU and the Concession Contracts Regulations 2016 (Directive and Regulations respectively). As the services which are the subject of the procurement fall within Annex IV of the Directive and Schedule 3 of the Regulations, the Procurement is subject to lighter regulation in accordance with Article 19 and Regulation 19. Accordingly, whilst the Authority intends to conduct this procurement as a form of open procedure, it shall only be bound by those obligations referred to in Article 19 and Regulation 19.
The estimated total contract values outlined above are based on delivery of the services in respect of five cohorts together with optional contract extensions of one plus another additional cohort. Any contract extension is at the sole discretion of the Authority.
Variant bids should not be made and will not be accepted.
The publication of this notice does not constitute a commitment by the Authority to award any contract or contracts as a result of this procurement process.
This T Levels Wave 5 procurement will comprise of two stages. The Selection Questionnaire will need to be completed as part of stage 1, and the SQ Response as defined in the procurement documents must be submitted through the e-Sourcing Portal by 23:59 on 14/11/2022. Those potential suppliers that pass the Selection Questionnaire stage will progress on to stage 2 Technical and Price Evaluation. Tender(s) as defined in the procurement documents must be submitted by those potential suppliers through the e-Sourcing Portal by 23:59 on 21/02/2023.
Following Contract award (anticipated to be in August 2023), the appointed Supplier will have a period to develop the Technical Qualification (TQ) and to prepare Providers in readiness for teaching the TQ from September 2024, for T Levels to be taught from September 2025.
