Prior to commencing a formal procurement process and to help inform our final requirement and procurement strategy, Leidos Supply Ltd, on behalf of the UK Ministry of Defence (MOD), would like to inform the market of this potential upcoming requirement in order to establish the likely level of interest and to identify further opportunities and any additional considerations, before engaging in market and supplier research with interested companies.

The scope of the requirement is for an individual field cooking system, which comprises of a small and lightweight portable cooker and associated solid / gel fuel, to enable British Armed Forces personnel to cook individual field rations in remote outdoor locations and in all weather conditions. Please refer to the more detailed specification provided below.

two.2.4) Description of the procurement

The scope of the requirement is for an individual field cooking system, which comprises of a small and lightweight portable cooker and associated solid / gel fuel (that is not hexamine based and is able to ignite after being fully submerged in water), to enable British Armed Forces personnel, using their mess tins, to boil water for drinks and heat individual field ration retort pouches in remote outdoor locations and in all weather conditions, and to do so on multiple occasions. The cooking system should be able to be safely transported by all transport modes (including air) in bulk quantity and shall a minimum shelf life of 2 years.

We are keen to hear from any suppliers who feel they have a cooking system that is able to meet this requirement in full, and ask that they express their interest, using the below email address, providing their contact details and including relevant photographs, specifications and technical and safety data sheets for both their proposed cooker and associated fuel products. The provision of a link to their company website hosting this information in full is also acceptable.

In April 2015 the MOD signed a thirteen year contract with Leidos Europe Ltd to provide the procurement and inventory management of commodity items (as well as the storage and distribution services) historically provided in-house by the Logistic Commodities and Services Operating Centre. Leidos, working with the MOD, will transform the way these services are delivered to ensure requirements continue to be met whilst providing best value for money for the department. The organisation delivering these services is known as Team Leidos. Team Leidos would like to make interested suppliers aware that it intends to invite tenders for its supply and delivery of Operational Ration Heater Systems.
