Non-Obstetric Ultrasound Service (NOUS) used to detect changes in the look, size or outline of tissues and vessels or to detect abnormal masses.

This is a zero-based contract based on activity and national tariff. The contract expenditure for 2023/24 (12m and excluding the 6m Modification) was c.£500,000, to which a 6-month modification was added for £15k taking the lifetime contract value up to £625,000.

This notice is for a Direct Award C PSR process to commence from the 08th of October 2024 for 12 months bringing the lifetime value of the contract to the value of c. £625,000. Under the test for considerable change this is within the permitted criteria (not exceeding £500,000 and 25%).

Description of the services to be provided: Non-Obstetric Ultrasound Services (NOUS) used to detect changes in the look, size or outline of organs, tissues and vessels, or to detect abnormal masses.

The ICB is intending to award a contract to an existing provider following direct award process C, where the existing provider is satisfying the existing contract and will likely satisfy the proposed new contract, and the contract is not changing considerably.

The approximate lifetime value of the contract is £625,000

The dates between which the services are intended to be provided are: 08/10/2024 to 07/10/2025.

Any declared conflicts or potential conflicts of interest of individuals making the decision and how these were managed: The PCCD MDT and POG agreement and approval processes seek to identify any Conflicts of Interest and, if declared, these are documented and managed according to SSOT ICB policy. Persons with known or declared Conflicts of Interest would be excluded from the decision-making process. In this case, no conflicts were declared by any members of the ICB's Finance and Performance Committee.

Relative importance and rationale for the relative importance of the key criteria, and the rationale for choosing the provider with reference to the key criteria: The term of an existing contract (including Modification) is due to expire 31/09/2024 and the ICB is proposing a new contract to replace this at the end of its term. The contracting arrangements are not changing considerably from the existing contract. The key criteria and basic selection criteria have been applied. The ICB Quality & Finance teams undertook diligence and details checks recorded on the DMR Tracker held by the ICB.
