Explanation:

The University of York (including its associated entities) intends to extend its current HR and Payroll System contract with its current provider for a 5 year period commencing 1st April 2022 without a call for competition. The University's reasons are: The cost of acquiring and implementing a new HR and Payroll system is considerable. The University has no current funding provision to replace the HR and Payroll System particularly in the context of a post-COVID environment and has more critical strategic IT priorities. In addition it does not have the resource and capacity to undertake the significant work required to carry out a migration to a new solution. However, the University believes that the current provider is unlikely to be able to extend the current "on-premise" arrangement at the end of the 5 year term and therefore at that point the University intends (in line with its strategic IT ambition) to move to a cloud/SaaS solution following a competitive tender process.
