Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to supported living services for adults with complex needs.The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.

Hertfordshire County Council (‘the Council’) wishes to invite interested Care Providers to attend an on-line information and feedback event on Wednesday 2nd November 2022 at 1pm via Zoom. Organisations can sign up to the event via the link provided in the P PM E Document.The Council will consider the input and responses received as part of this P P M E event to help inform the Council’s options and further decision making regarding the below intended project.Project BackgroundThis project is a transformation project, exercised in collaboration with London Borough of Barnet and Northwest London Integrated Commissioning Boards (I C Bs )Hertfordshire is currently host to a registered hospital for adults with severe learning disabilities, autism, and complex needs. The service is currently commissioned by Hertfordshire County Council, London Borough of Barnet, North Central London and Northwest London Integrated Commissioning Boards (I C Bs )The service is currently provided by Hertfordshire Partnership University – N H S Foundation trust (H P F T). Following in-depth co-production, individual assessments, and best interest decisions, and in line with national ambitions to offer people personalised support, this project is looking to transform the current hospital service into a Supported Living service. Some people living in the service have chosen to move to different services off site, but the majority of people want to remain on site. The transformation will include a cultural change in support and care, a personalised approach to create community links and opportunities for the people living in the service, and a change of their environment (refurbishment of accommodation). Current Position and Scope The service is currently registered hospital care provided in 6 bungalows with 29 spaces. Currently 20 people are being supported in this service. The current plans are proposing use of 4 bungalows for Supported Living, offering tenancies for up to 16 people in total. The proposals are under constant review and may change. Extensive engagement with service users, their families and advocates has taken place over the past two years. All people had a needs assessment, and where appropriate a best interest decision. This information informs the proposals. Current legal advice suggests that T U P E does not apply as the current staff group is trained in health care, whilst a future staff group will be social care, applying a different set of skills. The project requires a Supported Living provider that has extensive experience in supporting people with severe learning disabilities, autism, behavioural needs, communication needs, and complex needs. The provider must have experience in transformation projects, an ability to manage challenges, and the ability to support people with high needs through changes. The provider will need to work in close partnership with a number of placing authorities. The provider will need to have experience in working closely with a housing organisation through a phase of significant refurbishment. An additional mobilisation / transitional fund will be negotiated with the awarded provider. The initial contract is proposed for a core period of 5 years with options to extend. Increased monitoring and contract reviewing will be applied during the initial years.
