Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

Any new contract will only be for a period of 19 months, contracts of this type are generally for periods of 5 – 7 years (with options for extensions).

The project to replace the current contract is due to commence next year and these tests will be included as part of this.

Due to the time that it takes to conduct a procurement exercise and the resulting quality validations that are required for any change in equipment or consumables SNBTS require a minimum period of 6 months from contract award until go live. This then allows all areas of functionality to be checked off and confirmed in line with SNBTS quality requirements.

With the current equipment SNBTS can implement the testing required without having to replace the equipment and conduct validations. With adding the tests to the current contract means that SNBTS will be able to implement the tests in a timely manner.
