two.2.4) Description of the procurement
Cardiff Council are developing several key strategic cycleways across the city. These measures will prioritise active travel and public transport, in line with the Authority’s White Paper aspirations. These significant changes will see a reduction in road space for car users, with the potential to change general traffic movements along the proposed routes. New road layouts with cycleway and bus prioritisation are proposed.
There is a need to gain a thorough understanding of what the impact these measures could bring, or if alternative options/measures could be more favourable or reduce impact.
To support this goal, the Council seeks to appoint specialist contractor/contractors to design, install, operate, and maintain a network of Secure Cycle Parking facilities with built in Advertising across Cardiff City Centre. This project forms part of a wider initiative to create a comprehensive and user-friendly cycling infrastructure and build on the existing digital and non-digital advertising.
The Council’s requirements include but are not restricted to:
- The Cycle Parking with Advertising Screens security should be monitored remotely
- The Cycle Parking with Advertising Screens will need a highly secure locking mechanism for users’ bikes.
- The Cycle Parking with Advertising Screens should embrace latest technology, meaning the Cycle Parking will be accessed by users via an app/web-based system e.g. QR codes.
- No outlay by Cardiff Council and the installation operation and maintenance costs of the Secure Cycle Parking and the Advertising Screens are covered by income from the advertising opportunity.
- There is an aspiration for a profit share from the appointed company of the net income from the advertising.
- Subject to the use of advertising boards, it would be necessary for the service provider to meet certain requirements to avoid breach of contract with existing providers within the city centre and wider city area. Note that 6-sheet advertising boards will not be acceptable due to existing agreements in place. Contract clauses should also be considered where bus stop advertising is in place and free-standing advertising units.
- At the end of the contract period it is required for the Cycle Parking Stands to revert to Council ownership.

PLEASE NOTE all submissions must be submitted before 12:00 noon on 22nd October 2024. Following consideration of the expressions of interest the Council may wish to engage in further discussions with the respondents that submit a proposal. All responses received will be considered confidential and dependent on the level of such initial interest the Council may undertake some soft market testing and preliminary discussions with potential providers which may also further help to inform the subsequent Invitation to Tender documentation that will need to be produced. Participating in this exercise will not guarantee short-listing at a later stage in the procurement, and the Council reserves the right not to proceed with the procurement process. The Council will not meet any costs incurred by any party in responding to this notice. This PIN does not constitute a commitment by the Council to undertake a procurement exercise in the future.
