four.1) Description

Explanation:

This was a Direct Award with an extant Single Source Justification for utilisation of the existing technology.

The CCS framework used to enable award of the FFMT-i agreement lapsed and was replaced by RM6100 Technology Services CCS Framework, with Operational Services - Application and Data Management sitting in Lot 3d. CACI Ltd are on the framework in their own right and Lot 3d offers the ability to undertake a direct award where, among other justifications ‘Direct award will be suitable to meet a range of customer needs – for example, simple and easily defined requirements where no additional benefit would be derived from a further competition.’

The award process is facilitated through a catalogue offering, which CACI Ltd has agreed to create at a firm price, in the GeM catalogue.

Given that the work already undertaken to develop the FFMT-i and the reuse of much of that work, plus the synergies between the two products from an interoperability, management and information reporting perspective direct award under the framework is justified. In addition, and should the more enduring solution be scaled, CACI Ltd will at the end of the agreement provide the blueprints for the MOOD tool and grant a free user license to allow any follow-on activities to be competed.
