Engagement process description

Torfaen County Borough Council and Blaenau Gwent County Borough Council are seeking a Development Partner to collaborate on various regeneration and community wellbeing projects. We are keen to select a partner that recognises and understands the challenges facing Welsh Valleys areas and who will play a crucial role in enhancing the local economy and improving infrastructure. As both Councils are Marmot Councils, regeneration will be aimed at supporting the achievement of our respective County Plans which are centred upon improving community wellbeing and reducing health inequity by taking action on the wider determinants of health.

The contract will also involve the development of an investment prospectus to attract further investment into the region.

Potential Roles and Responsibilities:

1. Strategic Planning:

• Collaborate with the local authorities to identify and assess development opportunities.

• Support the creation of an investment prospectus to showcase the various investment opportunities in the 2 county boroughs.

• Conduct feasibility studies and market assessments to ensure the viability of projects.

2. Project Design and Delivery:

• Lead the design of development projects, ensuring plans meet economic, social, and environmental goals.

• Manage the entire lifecycle of projects, including securing planning permissions and regulatory approvals.

• Commission and coordinate with architects, engineers, and contractors to deliver projects within scope, time, and budget.

• To identify options for asset management of projects.

3. Financial Contribution:

• Identify the financial investment required, and funding options.

• To secure funding from private or public sources.

• Share financial risks with the local authorities and ensure cost-effective delivery of projects.

• Ensure compliance with financial agreements and achieve value for money

.

4. Stakeholder Engagement:

• Engage with community stakeholders to address their needs and concerns, ensuring regeneration aligns with local priorities.

• Liaise with businesses, investors, and other public sector entities to drive partnerships and economic benefits

5. Sustainability and Innovation:

• Promote environmentally sustainable practices within development projects, such as energy efficiency and green infrastructure.

• Introduce innovative solutions to enhance project outcomes, such as smart technologies or creative land use

6. Legal and Contractual Compliance:

• Adhere to all legal agreements, including land ownership transfer, partnership agreements, and procurement processes.

• Ensure compliance with UK planning laws, building regulations, and other statutory obligations

7. Monitoring and Evaluation:

• Track the impact of regeneration projects on the local economy and community.

• Provide regular updates and performance reports to the local authorities.

• Assess outcomes to inform future regeneration strategies

8. Health and Wellbeing:

• Develop and implement projects that aim to reduce health inequities and improve the wellbeing of communities across Torfaen and Blaenau Gwent.

• Collaborate with health and social care providers to integrate health improvement initiatives into regeneration projects.

• Promote activities and infrastructure that support healthy lifestyles and enhance community wellbeing
