Explanation:
This training is essential to organisational service delivery and is a statutory duty. In this instance, changing to a new system would have
significant practical, resource and cost of change implications. Training of 170 to 200 facilitators to undertake the delivery of required learning, in a single year, brings risks to staff and client safety whilst maintaining "business as usual". For these reasons, there are no financially, administratively reasonable or viable alternatives available.
