Description
The delivery of adult and children and young people's drug and alcohol treatment and recovery system comprising of drug and alcohol treatment services, support and stabilisation for those not ready to make changes and recovery providing ongoing support for those moving from treatment in to long term recovery.
These services will support the council's strategic priorities and Luton's 2040 vision.

PSR 85323000-9 Community Health Services
Procurement of Drug and Alcohol Treatment and Recovery Services for Luton. This procurement is being conducted in accordance with the Competitive Process outlined in the Health Care Services Provider Selection Regime (PSR) Regulations 2023. The new contract is scheduled to commence on 1st April 2026, with a duration of 8 years, plus an optional 2-year extension. Luton Council will commission in two 'lots' forming the Luton Drug and Alcohol Alliance (LDAA). Luton Drug and Alcohol Alliance (LDAA) model is informed by population needs, consultation and data including the National Drug Strategy (2021), Pan Beds Drug and Alcohol Needs Assessment (2022/23), Luton Service User Consultation (2024), Luton Drug and alcohol HNA data review (2024). Lot 1 'Alliance Clinical' will deliver structed drug and alcohol treatment services and interventions for adults and children, in accordance with NICE guidelines, including delivery on harm reduction, prevention and early intervention strategies. This will include the Alliance Care service, providing practical support and interventions to individuals with complex interconnected needs. Lot 2 'Alliance Recovery' will deliver peer-led recovery services that establish a clear, supportive pathway for service users throughout their treatment journey. Focused on fostering long-term recovery, hope, and tangible success within the Luton community. The new contact will utilise Luton's Core Public Health Fund and will include mechanisms to accommodate additional government funding to supplement delivery, expanding the financial resources available.
Luton Council will host a virtual meet the supplier engagement event on 1st July 2025.
