The Authority wishes to procure a managed contract for the testing of seized items for the presence of illicit substances for all public prisons and approved premises across England and Wales. The contract will provide standardised processes and consistent service. As of April 2022, there were 108 Public Sector Prisons in England and Wales:, with a total Prison population of around 80,000. The Authority intends to deliver 18,000 additional Prison places by 2026 with the building of 6 new Prisons.

The supplier must demonstrate that they can test a range of materials to identify the presence of illicit substances. The supplier should demonstrate the capacity and technical capability to detect and identify the presence of substances contained within seized items. The items supplied will vary in form but will include, but not be limited to liquids, powders, fabrics, and paper.
