This is for the supply or research evaluation of the implementation of charging reform in Trailblazer LAs, including a process evaluation and an assessment of risk associated with the implementation of charging reform in Trailblazer LAs. This work will support the overall implementation of charging reform and DHSC’s objectives for the social care system by:
• Identifying lessons learned for DHSC, LAs and providers in preparing for and implementing charging reform
• Drawing conclusions about how implementation can be improved for the national rollout based on this learning
• Providing an independent assessment of delivery risk based on findings from Trailblazer’s implementation of charging reform in order to inform key programme decision points.
o This will include an assessment of key sources of risk and recommendations for mitigations
