Scope
Description
This contract aims to appoint a Supplier(s) of Digital Aerial Surveys DAS coupled with airborne LiDAR to collect data on the abundance and distribution of seabirds and to provide altitude data for birds in flight. This will provide data to address evidence gaps that have been identified for specific species, areas (including within offshore wind farms), and times of year. The outputs from these surveys will be made publicly available through an Open Government License, or equivalent, and it is anticipated that they will be published on The Crown Estate's Marine Data Exchange.

Description
A minimum of six LiDAR-coupled DAS surveys completed during the contract, with a minimum of three surveys completed in the autumn months (from 8th September to 30th November 2025), and a minimum of three surveys completed in the winter months (from 1st December 2025 to 28th February 2026). Estimated Extension End Date on 31st May 2026 The extension is reserved for unforeseen weather conditions.

Competitive flexible procedure description
This procurement relates to a two-lot project and will follow the Competitive Procedure with Negotiation, as set out in the PA 2023. The procedure enables broad market participation, including from SMEs. Following the initial evaluation of Selection Questionnaires (SQs) and proposals, up to three suppliers per lot will be shortlisted to enter the negotiation stage. This stage will allow the Authority to clarify requirements and invite revised tenders. The contract for each lot will be awarded to the supplier submitting the most advantageous tender (MAT).
