The London Borough of Enfield (the “Authority”) is seeking to award a contract(s) to deliver young people’s substance misuse service (the Service”).

Enfield’s Young People’s Substance Misuse Service is part of an integrated offer to improve the health and well-being of young people.

The service will be part of Enfield’s Substance Misuse Treatment System working in partnership with the Adult Substance Misuse Service and the Dual Diagnosis Service for the delivery of effective support to children, young people and their families.

Young People’s Substance Misuse Service

• Preventative and early interventions aimed at minimising and reducing new demand for substance misuse amongst young people.

• Substance misuse treatment for individuals up to the age of 25 (18-24 year olds can access support from this service or the Adult Substance Misuse Service).

• Parenting interventions for parents who misuse substances aimed at minimising the impact of the substance misuse on children.

Adult Substance Misuse Service

• Substance misuse treatment for adults over the age of 18. Provision includes a wide range of interventions and initiatives including but not limited to harm reduction, access to inpatient and residential treatment as well as the provision of pharmacological and psychosocial interventions (this includes treatment for parents receiving parenting interventions from the Young People’s Substance Misuse Service)

Dual Diagnosis Service

• Specialist treatment for adults with a severe mental health illness and co-occurring substance misuse.

The service is an integral element of the children’s partnership working together with other key services that provide services to children, young people and their families to improve outcomes and support children and young people to live happy and healthy lives.

The drug strategy, From Harm to Hope, details an approach to address substance misuse by tackling supply, supporting individuals who require treatment and recovery and reducing new demand for drugs. In Enfield a needs analysis is due to be completed to inform how the strategy is implemented at a local level which will be documented in a local delivery plan. The Council reserves the right to amend the Specification to support the delivery of the local From Harm to Hope delivery plan in accordance with relevant governance processes and procurement rules.
