The LS/CMI is a comprehensive offender case management instrument used for risk assessment for individuals convicted by the courts across Scotland. The Scottish Government intends to award a contract to finalise the centralisation of this system and to provide support of the operational instances of the application across Local Authorities and the Scottish Prison Service during this process. This will include but not be limited to bug/issue fixing as and when identified by users and provision of a service desk (email/helpdesk number) as central point of contact for raising any bugs/issues

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Extension of the contract period by six months to allow for completion of the centralisation project and a period of ongoing support and maintenance while the contract is re-tendered

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

A key resource was unexpectedly unavailable for medical reasons. This has lead to a delay in the completion of all live migration tasks. It would be challenging for a new service provider to assume responsibility for the system in the middle of centralisation. Preparations for centralisation date back to 2018 and completion of it by the service provider adds benefit due to their extensive knowledge of supporting the system and from designing the approach to centralising it. There is no reasonable alternative or substitute available. If a new service provider were to assume responsibility in the middle of centralisation, there would be delay in all stakeholders migrating to the live centralised platform and that could have an adverse effect on public protection, particularly around record transfers when offenders move from prison to the community and vice versa.
