two.1.4) Short description

The purpose of this mini competition is to receive most cost-effective value for the bikes combined with the shortest lead-time to receive the bikes at the quality outlined in PART B. Ealing Council is approaching the 2 suppliers on the West Midlands Combined Authority Travel Demand Management and Active Travel Framework LOT5 Supply Chain for Pedal Cycles to purchase the bikes and accessories.

This request for Mini competition covers the initial 2500 cycle purchase and immediate accessories over a period of 24 months from the first Purchase Order raised. These purchases will be undertaken in batches (please see pricing schedule for bike type breakdown for each batch):

• First batch 500 bikes

• Second batch 1025 bikes

• Third Batch 975 bikes

The London Borough of Ealing is committed to ensuring fairness, openness and transparency, and to following the Public Contract Regulations 2015.

It is Ealing Council’s intention to purchase the full 2500 bikes, however Sport England who are fully funding this project will review the outcomes of each batch before releasing the funding for the next batch and a Purchaser Order to be placed.

This investment will support the council’s initiatives for active travel across Ealing towns to create a healthier population which in turn will create a lower demand for local health related services, delivered by a mix of local authority and West London NHS partnerships.

This LGS Let’s Ride Southall Cycles procurement is using the West Midlands Combined Authority Travel Demand Management and Active Travel Framework LOT5 Supply Chain for Pedal Cycles to purchase the bikes and accessories. There are 2 suppliers on the framework and both will be approached be part of this mini - competition.
