Defence Equipment and Support Group (DE&S), part of the UK Ministry of Defence, proposes to place a contract with Ultra Electronic Ocean Systems (UEOS) to maintain the Submarine Countermeasure Acoustic support. It is considered that this contract can be placed using the Negotiated Procedure Without Prior Publication pursuant to Regulation 16 (1) (a) (ii) of the Defence and Security Public Contracts Regulations 2011 due to technical reasons. This is because Ultra Electronic Ocean Systems (UEOS), as the OEM, designed, developed and supplied the SCAD countermeasure capability for use on A, T & V class submarines and has supported the capability since their introduction into service and is therefore the only supplier with the relevant knowledge inclusive of designs, drawings and technical data to support the SCAD countermeasures. The data is proprietary owned and is necessary for the fulfilment of the requirement, and therefore as no other contractor would have access to it, no other contractor could fulfil this requirement. Ensuring its continued interoperability with other elements of the UK Ministry of Defence’s submarine combat system (SAWCS & Sonar system, 2076 & 2054IR) all of which are essential for the protection of the Royal Navy submarines against torpedo attack which includes the Continuous at Sea Deterrent (CASD).
