Explanation:
Due to on-going business needs NICTS require this Contractor for licensing of this software support to ensure they continue to have access to a required software interface. These services are only available direct from this Contractor as they are the sole supplier of the licenses and therefore able to provide the support and maintenance required. This contract is therefore being awarded through the UK Public Contracts Regulations 2015 (as amended). There are allowances under the regulations to award a contract to a single supplier in cases where competition is absent for technical reasons. regulation 32. 2..b. ii. ; or for. reasons connected with the protection of exclusive rights, including intellectual. property rights. regulation 32. 2. b. iii.
