NHS Derby & Derbyshire Integrated Care Board (ICB) is inviting suitably qualified and experienced providers to express interest in delivering Discharge to Assess (D2A) Pathway 3 (Nursing) CHC Assessment Beds, by responding to this opportunity as required and described in the published tender documentation. NHS Arden and Greater East Midlands CSU (AGCSU) is acting as an agent for and on behalf of the Commissioner and is supporting the procurement process.

The service is a Schedule 3 Service and is being procured under the Light Touch Regime (LTR) of the Public Contract Regulations 2015.

The service will deliver care in a care home for those Service Users who meet the D2A Pathway 3, with nursing needs criteria whose interim funding responsibility is that of the NHS. Provides shall deliver an appropriate level of care as defined in the individual’s Care and Support Plan (ICSP) and to provide accommodation with en-suite facilities, to ensure that the Service User’s needs are met within the regulatory requirements of the Care Quality Commission.

The service specification defines the requirement for the provision of a total of 40 beds in Nursing Homes (with the potential to flex up by a further 12 beds to 52), across Derby and Derbyshire localities, to maximise potential for a geographical equitable service.

The beds will be provided at a level of a minimum of 3 and a maximum of 5 beds per Nursing Home and be solely for the purpose of patients who are registered with a Derby/Derbyshire GP who are discharged from a Hospital on pathway 3, with nursing needs and require a Continuing Healthcare (CHC) assessment. These beds will be to provide 24/7 nursing care for a maximum period of 28 days, whilst a CHC assessment is undertaken. Tariff information is provided in Document 1 ITT Process Overview which can be found in the attachments area of the project on EU-Supply.

Please note, providers must be a qualified member of the CHC Care Homes Preferred Provider List for NHS Derby and Derbyshire ICB (or will have completed the tender submission by the close of the ITT deadline) to be able to apply for this opportunity.

As a result of this procurement exercise a multi-provider framework agreement will be established with the successful Bidder(s) for a period of 1 year commencing on 01st February 2023 and ending 31st January 2024.
