The GEN-CKD study (Genetic Variation on kidney function, diabetes), based at the MRC/UVRI & LSHTM Unit in Uganda, requires genotyping services. The genotyping services will be carried out through the H3Africa array held by CPGR (Centre for Proteomic & Genomic Research) in south Africa.

two.2.4) Description of the procurement

Genotyping provides a comprehensive view of the genome and able to detects single nucleotide polymorphisms (SNPs) and other variations across the genome as well as identify potential causative disease variants for further targeted studies.

8,024 Samples are to be genotyped on the illumine-H3Africa Consortium Array v2, which was specially designed to enable identification of genetic associations with common and rare traits among African populations.

Explanation:

The Centre for Proteomic and Genomic Research in South Africa as most suitable to provide the services. They are uniquely the only facility that can genotype using the required H3Africa array which they co-developed specially for African researchers with Illumina (equipment manufacturer). Genotyping to be done against the H3 Africa Array (chip). This array was specifically designed by a consortium of African research organisations and experts, to establish a reference panel that is more representative of African genomic variation. The H3Africa consortium selected the Life science equipment manufacturer, Illumina, to develop a chip with the array, into their array scanner: https://www.h3abionet.org/h3africa-chip

Illumina provided their iscan system with the H3Africa chip and selected the non-profit CPGR as the lab where this would be placed for consortium members and genetic researchers throughout Africa to genotype samples against the chip’s reference panel:

CPGR have the only instrument running the specific H3 Africa chip.

Based on all the above, we believe there would be no benefit to running an open competitive selection process as the requirements are restrictive and can only be fulfilled by one lab.

The Authority will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract.

Should additional information be required it should be requested from the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales). Any such action is subject to strict time limits in accordance with the Public Contracts (Amendments) Regulations 2015.
